The reason it takes so long is that every politician in the place has to make sure that they are getting their fair share of the spoils. They have to consult with the lobbyists and figure out who will be doling out the most money for their campaign coffers. And then they have to figure how their votes will play with the electorate. Nothing will be done until after the election.
